To resolve this issue you must be a tenant admin.
First login to Cloud Server at cloudserver.cirrusec2.com
or to virtualdrive.cloudplat4m.com if you are using Virtual Drive.
Click on the object that is highlighted with a red box
Select Control Panel
Select Device Manager
Find the device that does not have a check in the check box. In this example it is the last device listed. Check the box in the "Allowed Column". This will enable the device. Contact the end-user and have them try to sign-in again.
